「小泉が中国に謝罪した」という日経の報道は本当か
→「ガス田共同開発、今後の日中関係の試金石に」・英紙（日本経済新聞）
【ロンドン＝佐藤大和】23日の日中首脳会談について英経済紙フィナンシャル・タイムズ（電子版）は「日本の首相が中国に謝罪した」とする記事を掲載し、対立の背景と両国首脳のやりとりを丁寧に報じた。今後の関係改善に向けては、対立が続く東シナ海のガス田問題をめぐって両国の共同開発が実現するかどうかが「1つの試金石になる」との見方を示した。
一方、英国放送協会（ＢＢＣ）も、日中間の歴史をさかのぼって詳細に報道。今回のアジア・アフリカ会議における小泉純一郎首相の演説は「村山談話を踏襲したもの」としつつ、国際会議の場で改めて表明したことで「謝罪の重みは増した」と前向きに評価した。 (23:31)

Koizumi apologises for wartime suffering

Published: April 23 2005 03:00 | Last updated: April 23 2005 03:00Junichiro Koizumi, Japan's prime minister, yesterday expressed "deep remorse" for the "tremendous damage and suffering" inflicted on its Asian neighbours during the second world war, in what appeared to be an attempt to repair strained relations with China.
His statement, delivered at an Asia-Africa summit in Jakarta, was virtually identical to an apology given by Tomiichi Murayama, a former Japanese prime minister, in 1995.
The gesture follows weeks of unrest in China, where mostly young demonstrators have attacked Japanese diplomatic and commercial interests and organised a boycott of Japanese goods. Demonstrations were triggered by Japan's bid for a seat on the United Nations Security Council, and by publication of a school textbook that glossed over Japanese wartime atrocities.
Mr Koizumi said he expected today to meet Hu Jintao, China's president, who is also at the conference. Asked what he would seek from the meeting, he said: "Friendship, friendship, friendship."
Akihiko Tanaka, a China expert at Tokyo university, said: "On the one hand, Koizumi wants to say to the Chinese leadership that Japan has no intention of aggravating the situation. On the other, he wants to show the world that it is not true that Japan has not apologised to China and other Asian nations before."
The Chinese government made no comment on Mr Koizumi's speech.
In the past few days, both Beijing and Tokyo have sought to pull back from a war of words that had plunged Sino-Japanese relations to their lowest level in many years. Beijing has quietly set about compensating Japanese businesses for damage caused in the riots and has urged its citizens to curb anti-Japanese demonstrations.
Mr Koizumi told delegates in Jakarta: "In the past, Japan through its colonial rule and aggression, caused tremendous damage and suffering to the people of many countries, particularly to those of Asian nations. Japan squarely faces these facts of history in a spirit of humility."
Japanese officials later said the apology had been in the draft of his nine-minute speech long before recent anti-Japanese protests.
The prime minister's message was potentially undermined by the visit of 80 parliamentarians yesterday to Yasukuni shrine, a memorial in central Tokyo to Japan's war dead, including some war criminals.
Mr Tanaka said the timing of the visit, for a spring festival at Yasukuni, was a coincidence. More significant was that no cabinet minister attended. The apology could provoke some domestic criticism that he had caved in to Chinese pressure, but "most Japanese would understand the circumstances".
In a further sign that the two sides might be trying to build trust, Beijing and Tokyo have floated the idea of joint development of disputed gas fields in the East China Sea.
But underlining how difficult it will be to reach agreement, one Japanese official said he doubted whether "the Chinese leadership had the guts" to co-operate with Japan.
Shinichi Nishimiya, Japan's deputy director-general of Asian and Oceanian affairs, said: "What China usually means by joint exploration is joint exploration of the Japanese side."

フィナンシャル・タイムズの記事の見出しでもわかる通り、小泉首相がわびたのは「（第二次大戦中の）戦争被害」に関するおわびで、その対象は「アジア諸国」です。もちろんアジア諸国の中に中国は含まれるので、「中国に謝罪した」ということは事実の一部として間違ってはいないのですが、だいたいそもそも、アジア諸国が出席する会議のスピーチで、中国を特定しておわびするわけがない、というのは常識の範囲内です。
日経の記事は、だから「「日本の首相がアジア諸国に謝罪した」とする記事」あるいは「「日本の首相が戦争被害を謝罪した」とする記事」というような感じで、フィナンシャル・タイムズ紙の記事を紹介しないといけないのです。
あー…俺、もうこの手の「○○が××と言った（と言ってるが、それは嘘もしくは事実の歪曲・捏造）」というネタ、すげぇ飽きてるんですけど…。いったい日経新聞の関係者、あるいは元記事作成のロンドン支局記者・佐藤大和氏が、俺の想像の枠内を越えて頭の悪い人間でないとするのならば、いったいこういう「事実の一部しか報道しない記事」によって、何をどうしたいのか、これまた想像の枠内を越えています。
